AI governance platform becomes first in AI Dispatch's index to hit top score for runtime enforcement

Holistic AI has become the first company in AI Dispatch's index to score a 3 out of 3 — the top mark — on the runtime-governance dimension of the publication's trust-gap rubric, based on a description of its product published on the company's website.
Holistic AI's site describes a feature it calls Guardian Agents: "Deployment gates, approval workflows, and kill switches — powered by Guardian Agents that enforce policies autonomously with human-in-the-loop oversight." AI Dispatch's rubric scores runtime governance on whether a vendor enforces scope, spend or authority limits at run time, rather than only assessing risk before deployment; a kill switch that can halt a system already in production meets that bar. It is the only 3 that dimension has recorded in AI Dispatch's index so far. Every other company scored on runtime governance — insurers, a brokerage, and rival governance platforms — comes in at 2 or below.
Holistic AI also states it maps compliance work directly to regulation: "Built-in frameworks for EU AI Act, NIST AI RMF, ISO 42001, and NYC Local Law 144 with automated control mapping and gap analysis." The company's site states it was "recognized in first-ever Gartner® Magic Quadrant™ for AI Governance Platforms" on July 7, 2026, and separately: "New Holistic AI ranked #1 for AI Risk and Compliance Use Case Receives highest ranking for AI Risk and Compliance Use Case in companion Gartner evaluation, Critical Capabilities for AI Governance Platforms."
The next-highest runtime-governance score, a 2, belongs to Credo AI. Its site says the company treats "agents as first-class governed entities: registered, risk-assessed, sanctioned, and governed into runtime" — a claim of runtime reach that, unlike Holistic AI's, does not name a specific enforcement mechanism such as a kill switch. Credo AI's site separately states: "Credo AI Named a Leader in the Forrester Wave™: AI Governance Solutions, Q3 2025."
Both companies' rankings and awards are self-reported on their own websites; AI Dispatch has not independently verified the underlying Gartner or Forrester reports.
