Connecticut Enacts AI Employment Regulation Law

Connecticut has enacted legislation regulating the use of artificial intelligence in employment decisions, positioning the state as a leader in AI governance. The law, passed by the Connecticut General Assembly, requires employers to disclose AI usage in hiring and promotion processes while establishing transparency requirements for algorithmic decision-making systems.

Under the new regulations, employers must conduct annual bias audits for AI tools used in candidate screening, performance evaluations, and workplace monitoring. The law also grants employees the right to request explanations for AI-driven employment decisions, with penalties for noncompliance including fines up to $10,000 per violation.

The legislation responds to growing concerns about algorithmic bias in hiring practices. A 2022 National Bureau of Economic Research study found AI recruitment tools disproportionately disadvantaged applicants from marginalized communities. Connecticut joins New York City and Illinois in implementing AI-specific employment regulations, signaling a potential trend in state-level oversight.

Industry analysts note the law could influence federal AI policy as Congress considers national standards. The bill’s sponsor, State Senator Matt Finer, stated the legislation aims to “balance technological innovation with worker protections” in a press release obtained by The National Law Review.
