Musk’s Expert Witness Warns of AGI Arms Race at OpenAI Trial

WASHINGTON — Stuart Russell, Elon Musk’s expert witness in the federal OpenAI trial, testified during proceedings that an artificial general intelligence arms race requires government oversight of frontier AI laboratories, TechCrunch reported.

Russell, an AI safety researcher and computer science professor, testified as Musk’s only expert witness in the federal trial challenging OpenAI’s operations. His testimony addressed concern among researchers that the race to develop AGI — artificial intelligence systems that match or exceed human-level reasoning — could pose serious risks if left unchecked by regulators.

The OpenAI trial centers on Musk’s allegations regarding OpenAI’s transition from its original nonprofit structure to a for-profit entity. Musk, who co-founded OpenAI and provided early funding, has argued that the organization abandoned its founding mission to develop AI safely for the benefit of humanity.

Russell has been among researchers calling for stronger oversight of companies building the most powerful AI systems, a position that aligns with Musk’s broader arguments in the case.

His testimony about an AGI arms race touches on a tension in the AI industry: the competitive pressure among major labs including OpenAI, Anthropic, Google DeepMind, and others to develop increasingly capable systems, set against warnings from safety researchers that the pace of development may outstrip the ability of institutions to manage the associated risks.
