OpenAI, Malta Partner to Offer ChatGPT Plus to All Citizens

OpenAI and the Mediterranean nation of Malta announced a partnership Tuesday to provide free access to ChatGPT Plus for all citizens, alongside AI skills training programs. The initiative seeks to enhance AI literacy and responsible usage while expanding access to advanced AI tools across the European Union.

Under the agreement, every Maltese citizen will receive complimentary subscriptions to ChatGPT Plus, OpenAI’s premium AI service. The partnership also includes educational programs designed to help users develop practical AI skills, as reported by OpenAI in its official blog post.

Reuters confirmed the deal, noting it represents a strategic effort to accelerate AI adoption in Malta and position the country as a leader in AI integration within the EU. The collaboration aligns with Malta’s national AI strategy, which emphasizes ethical AI development and workforce upskilling.

Malta becomes the first EU nation to implement widespread AI tool access through a direct partnership with a major AI lab. OpenAI described the initiative as “a model for responsible AI adoption” in its announcement.
